It is said that eating is the favorite past time for Singaporeans. These recommendations come from an ex-pat American who has lived and worked in Singapore for many years.  You can get to most by MRT/Bus, but some require a taxi.  
Chinese
  • Lei Gardens - convenient, as you can walk from City Hall MRT station.  Located at Chijmes - a converted Convent of the Holy Infant Jesus,  diagonally across from Raffles City shopping centre.
  • Pine Court - Located on he 35th floor of the Mandarin Hotel on Orchard Road.  Very good food.
  • Hundreds of other restaurants, food courts and Hawker Centres,

American/Australian

  • Mortons - Located in the Oriental Hotel at Marina Square which is a convenient walk from the City Hall MRT station.  Very expensive, but superb American steak and prime rib - service is impeccable and portions are gargantuan.
  • Just Steak - Located in River Walk - walking distance from Parliament house, ergo a short cab ride from the City Hall MRT station.  Good beef menu, convenient, reasonably priced.
  • Georges - Located at Holland Village - a bit out of the way up Holland Road. Good steak, reasonable prices, modest wine list.

French 

  • Vis a Vis - 12 Chun Tin Rd.  Located at the end of Bukit Timah Rd. just pas he Beauty World shopping centre.  Excellent food and service and an excellent wine list that does no force one to take out a second mortgage.
  • Maison De Fontaine - convenient, as you can walk from City Hall MRT station.  Located at Chijmes - a converted Convent of the Holy Infant Jesus,  diagonally across from Raffles City shopping centre.
Mexican/Spanish
  • Cha Cha Cha - a terrific Mexican restaurant.  Located in Holland Village.  Take the MRT (Green Line) to Buena Vista stop.  Exit the station and walk along Commonwealth Ave. to Holland Rd.  Turn left and walk to Holland Village.
  • Brazil Churrascaria - Located a bit off he beaten path on 6th Ave (about half way up Bukit Timah Rd.  Excellent.  A different kind of dining experience if you are in the mood for meat.  Open salad bar with waiters that circulate with spits abounding with BBQ'd chunks of beef, lamb, fish, etc.

 

Continental/Mediterranean
  • Bastiani - Located at Clarke Quay -  manageable and picturesque walk along he river from the Raffles Place MRT Station.  Nice setting overlooking the Singapore River.  Good food and a more or less reasonable wine list.
  • Le Jardin - Located inside the Botanical Gardens.  Great setting, excellent special occasion venue for 2.  Very picturesque as the surrounding landscaping is lit up at night.  Ask for one of the 3 tables on the glassed-in terrace.
  • Top of the M - Located on the top floor of he Mandarin Hotel on Orchard Rd. near the Orchard MRT station.  Fabulous views of the city in this revolving restaurant.
  • Compass Rose Restaurant on the 70th floor of the Westin Stamford Hotel at the City Hall MRT stop. (Dress standard does apply - no sandals or short pants.) This place is very pricey, but the view from this height is definitely worth it. Go for drinks but be aware, cocktails such as the Singapore Sling and others cost about S$15.00.  This is a good place of High Tea as well.
